Basics of M&E in PPD, Section 5: Cost Benefits Analysis

This section looks at what the cost and the benefit of doing a reform are. In earlier sections it was mentioned how important it is for the people to understand the benefits of the reform. Often people do not calculate what the impact of a reform is. However, a financial overview may prove to be very convincing.

To get a basic idea of how you could do a simple cost- benefit analysis of a reform:

1. Go to www.publicprivatedialogue.org and download a cost-benefit spreadsheet called BOT-Back of the Envelope.
2. Fill in the figures in the spreadsheet.
3. Exercise: Cost-Benefit Analysis Using the “Back of the Envelope” Technique
